Initiatives
​Community Outreach
​
​Our pioneering member, the late Brother Dr. Cesar Andal, a distinguished medical doctor and a proud initiate of Alpha Phi Omega from the Pi Chapter at the University of Santo Tomas in Manila, Philippines, joined the fraternity in 1967. With a deep sense of service and dedication to community welfare, Bro. Andal played a key role in launching one of APO’s earliest medical-dental outreach initiatives in Northern California. His leadership and vision laid the groundwork for what would eventually evolve into a larger and more impactful program.

Over time, this local initiative expanded beyond the borders of the United States and found its way to the Philippines, where it continued to grow in scale and impact. Recognizing the importance of this outreach, the Alumni Council of North America (ACNA) formally adopted the initiative. Through the collaborative efforts of various APO Alumni Associations across the United States and Canada, it was rebranded and institutionalized as the International Humanitarian Medical and Dental Outreach (IHMDO).

The IHMDO has since become a flagship community service program conducted annually in various regions across the Philippines. It provides free medical and dental care to underserved communities, reflecting Alpha Phi Omega’s commitment to Leadership, Friendship, and Service. What began as a local effort has now blossomed into a well-established tradition of international solidarity and humanitarian service, honoring the legacy of Bro. D. Cesar Andal and the enduring values of our brotherhood.

Brother Dr. Cesar Andal of APO-NorCal stands as one of the pioneering presidents of the Alpha Phi Omega Alumni Council of North America, whose leadership helped establish ACNA’s strong humanitarian mission.

APO-NorCal is honored to be among the charter members of ACNA, having joined in 1992, during the organization's formative years. Their active involvement from the start reflects a long-standing commitment to international service and outreach.
